Dialers can be very dangerous to dial-up users. A dialer is a program that will dial up a number that can charge you an outrageous amount. Dial-up users will dial up a number and this allows them to connect to the server so they may browse the internet, a dialer will change that number to another number, making the user's phonebill very expensive. The main reason these are used is so the owner of the number can charge you and gain all the profits.

How can you tell if you have a dialer installed? Check the list below to find out:
  • An outrageous phone bill.
  • A new default dial-up number.
  • Modifications to the "dialup network acess".

The problem is getting rid of these programs. If you have any questions I would contact your Internet Service Provider (ISP). Ask them what the normal numbers are, if they don't match with what your dialing then I would report it to them. While this can't guarantee anything, it may help.

There are programs you can download that act as a filter. They detect the "blacklist numbers", then warn you and block the number from being used. Most blacklist numbers have similar "patterns" but it's not full-proof. With these programs you can also make a "whitelist" which allows your computer to dial only certain numbers.

(Note: I am sorry for any inconvenience, I will search for anything that can help but at this time I am un-aware of any programs that can do this.)
